Abstract:
This paper adopts a policy quantitative analysis method, focusing on intelligent construction-related policies issued from 2021 to 2024. Through keyword search and screening, 53 policy documents are selected as the corpus, and 19 representative policies are chosen from them as samples to conduct a systematic evaluation of China's intelligent construction policy system. By applying the PMC index model in conjunction with the "Omnia Mobilis" assumption, a multi-input–output table was constructed to classify these policies and set corresponding parameters. The PMC index was then calculated, and a PMC surface diagram was plotted to facilitate quantitative evaluation and visualization of the policies. The findings reveal that the average PMC index for the 19 policy samples is 6.67. The study concludes that the government should further refine the legal framework, increase economic incentives, and clarify the division of responsibilities and powers to continually enhance the overall level of intelligent construction policies. Future research may explore the relationship between policy content and its implementation outcomes on this basis.
