Abstract: In order to meet the needs of sector reform of Nanhai urban planning management department, and resolve the situation of decentralized planning, unknown decision-making and the lack of co-ordination, urban planning department of Nanhai urgently needs information methods to assist them. The urban planning management decision support system is studied and developed by combing GIS and virtual reality technology with urban-rural planning management in the article, and practiced in bureau and directly-managed bureau two level planning management departments of Nanhai.
